2017-18 Chronic Absenteeism Rate


This report displays the annual K–12 public school Chronic Absenteeism Rate by Race/Ethnicity, Student Group, or Academic Year (Multi-Year) for the selected report level (state, county, district, or school). This report provides a total count of cumulatively enrolled students who were eligible to be considered chronically absent (Chronic Absenteeism Eligible Enrollment) and a count of students who were determined to be chronically absent (Chronic Absenteeism Count). These two counts are used to determine the Chronic Absenteeism Rate (Chronic Absenteeism Count divided by Chronic Absenteeism Eligible Enrollment) at the selected entity for the selected population using the available filters. Students are determined to be chronically absent if they were eligible to be considered chronically absent at the selected level during the academic year and they were absent for 10% or more of the days they were expected to attend.

Beginning in 2016–17, the absenteeism data were submitted by local educational agencies (LEAs) and charter schools to the California Department of Education (CDE) as part of the annual End of Year 3 (EOY 3) data submission in the California Longitudinal Pupil Achievement Data System (CALPADS). Cumulative enrollment and absenteeism data were reviewed and certified in CALPADS as being accurate by authorized district or school personnel. In order to certify data in CALPADS, authorized district or charter school personnel are required to review the accuracy of all data associated with the applicable CALPADS submission. CALPADS certification is a two-step process with Level-2 certification reserved for the district superintendents, charter school administrators, or their designees. Chronic Absenteeism Count: Total count of ALL chronically absent students at the selected entity for the selected population using the available filters. Students are determined to be chronically absent if they were eligible to be considered chronically absent at the selected level during the academic year and they were absent for 10% or more of the days they were expected to attend. Chronic absenteeism is calculated for each student at each reporting level (e.g., school, district, county, and state) based on the expected days of attendance and actual days attended reported by local educational agencies (LEAs) in the California Longitudinal Pupil Achievement Data Systems (CALPADS). Expected attendance days are determined for each student at each reporting level based on the total number of days a student was scheduled to attend. Days attended are determined for each student at each reporting level based on the total number of days the student attended the school. A day attended is defined as any day a student attended for all or part of a school day.

Chronic Absenteeism Eligible Enrollment: This count uses the total Cumulative Enrollment of the selected entity as the baseline and removes students that were not eligible to be considered chronically absent at that entity. Students who are expected to attend less than 31 instructional days at the selected entity or who were enrolled but did not attend the selected entity are not eligible to be considered chronically absent at that entity. This is calculated by looking at the number of expected days to attend and actual days attended that LEAs submit for each student in CALPADS. Students with exempt status are also removed from Chronic Absenteeism eligibility. Students are considered to be exempt if they are enrolled in a Non-Public School (NPS), receive instruction through a home or hospital instructional setting or are attending community college full-time.

Chronic Absenteeism Rate: The unduplicated count of students determined to be chronically absent (Chronic Absenteeism Count) divided by the Chronic Absenteeism Eligible Enrollment at the selected entity for the selected population using the available filters.

Note: Data may be suppressed (*) to protect student privacy (Data Suppression). Data are unduplicated at each reporting level (school/district/county/state). As a result, data at one level (e.g., school) are not summative to a higher level (e.g., district). Also, data displayed in the Student Group report view (located in the Report Options and Filters under the Data Type Options) are not mutually exclusive and therefore not summative to the report total.

* Charter school data are removed by default from all district-level DataQuest absenteeism reports, including the associated state and county Report Totals. To include charter school data in district-level reports, select the “Reset Filters” button on district-level reports to show data for “All Schools” OR select the desired School Type filter from within the expandable Report Filters menu on the desired DataQuest report.

PLEASE BE ADVISED: The COVID-19 pandemic resulted in statewide physical school closures in February/March 2020 followed by the widespread implementation of distance learning during the 2020–21 academic year. The CDE has determined that absenteeism data are not valid and reliable for the 2019–20 academic year; therefore, the CDE has not processed these data and they are unavailable for public release. The CDE recommends caution when comparing absenteeism data across academic years.
